Communications Ltd., to incur an expenditure of approximately £400,000 on the erection of high power

stations in Hong Kong and Singapore, neither do They

consider that it would be satisfactory to use the

concession to be granted to the Company as a lever to

induce them to erect these stations. Such action might

result in hindering the progress of W/T communications

in Hong Kong, which, under present conditions, is very dependent on W/T for its commercial traffic with the

interior of China, and other competitive systems might

manage to divert this traffic by providing alternative

routes.

My Lords would however suggest that, if

possible some guarantee should be obtained from

Imperial and International Communications Ltd., to proceed

with the erection of the high power station as soon as

trade improves and traffic receipts permit.
